The Village of Scarsdale, comprising approximately 6.5 square miles, is primarily residential, consisting almost exclusively of single-family, detached homes. Of the Village's total land area, 97 percent has been zoned for such use since 1922. Approximately 24.3 percent of the total Village area (about 4,300 acres) is controlled open space in the form of parks and parkways owned by Westchester County, various private institutions, the Village, and the school district. The Village owns a total of 229 acres of land approximately 167 acres are parklands, of which 65 acres are used for active recreation, and 102 acres are left for open space and conservation.

Government
Scarsdale operates under New York State's Village Law, General Municipal Law, and Local Finance Law, as well as Municipal Home Rule Law and the Statute of Local Governments, which grants home rule power. Except for certain required town functions, the government operates as a village pursuant to Village Law. The Village is governed by a Mayor and Board of Trustees who appoint the Village Manager. As chief executive officer for the Board, the Village Manager supervises all Village operations through appointed department heads. Since the Town of Scarsdale has been incorporated as a Village, the same officers govern both. This dual functioning avoids duplication of government services and costs.
